Following the 2017 reform of military academies, the former PAP Shijiazhuang Non-Commissioned Officer School was officially merged with the PAP Hangzhou Non-Commissioned Officer School to form the People’s Armed Police (PAP) Non-Commissioned Officer Academy. The academy now operates with a main campus in Hangzhou, Zhejiang Province, while retaining the Shijiazhuang Campus as an important training base.
As part of its modernization and training standardization efforts, the Shijiazhuang Campus required a high-precision, durable, and multifunctional tactical timing solution to support intensive military training and coordinated operations.
The former PAP Shijiazhuang Non-Commissioned Officer School played a vital role in the PAP education system, specializing in the training of professional non-commissioned officers. After the merger, the academy’s integrated structure further optimized the training layout, instructional resources, and operational standards of PAP NCO education.
Accurate time synchronization is a fundamental requirement in military training, command coordination, and operational drills. To meet these demands, the academy initiated a dedicated tactical clock procurement project for its Shijiazhuang Campus.
The project defined the following core requirements:
High-Precision Time Synchronization
Tactical clocks must synchronize with national standard time
Time deviation must be kept to a minimum to meet strict military training standards
Environmental Adaptability
Reliable operation under complex training conditions
Strong resistance to water, dust, shock, and vibration
Multifunctional Capability
In addition to standard time display, support for stopwatch, countdown, and alarm functions
Flexible use across different training scenarios
Durability and Reliability
High-strength materials suitable for high-intensity military use
Long service life with low failure rates to reduce maintenance burden

Shutai Tactical Clock System
Leveraging its proven expertise in time and frequency technologies, Shutai, a brand of Changsha Tianqiong Electronic Technology Co., Ltd., successfully won the project bid and supplied tactical clocks tailored to military training requirements.
High-Precision Timekeeping
Equipped with an integrated NTP (Network Time Protocol) module, the tactical clocks synchronize in real time with national standard time servers, achieving millisecond-level accuracy.
Ruggedized Environmental Design
High-strength, waterproof housings combined with shock-resistant internal structures ensure stable operation in harsh and demanding training environments.
Multiple Training Functions
Supports time display, stopwatch, countdown timer, and alarm modes. The intuitive interface allows rapid familiarization and ease of use for trainees.
Military-Grade Durability
Manufactured with premium components and subjected to rigorous testing, ensuring long-term reliability and low failure rates under continuous use.

High-precision timekeeping and multifunctional features enabled trainees to manage training time accurately, significantly improving training efficiency and execution quality.
Synchronized time display across training units supported precise action coordination during group drills, strengthening teamwork and overall operational capability.
Thanks to its robust design and low failure rate, the tactical clock system minimized repair and replacement frequency, effectively reducing long-term maintenance costs for the academy.
Changsha Tianqiong Electronic Technology Co., Ltd. is a professional enterprise specializing in time and frequency technologies, focusing on the research, development, manufacturing, and sales of satellite-based time synchronization and timing display products.
Its Shutai Clock brand is widely deployed across military units, hospitals, educational institutions, enterprises, and government organizations, and has become one of China’s preferred solutions for synchronized timing and precision time display.
